The Information Systems Division works in collaboration with programs and county agencies, to provide solutions to systems that assist families access essentials such as, but not limited to, medical services, care providers, groceries, and transportation.

The ITS I report to the Innovative Technology Solutions Branch (ITSB) IT Manager I. The Product Designer is assigned to create, maintain and manage all IT architecture models and their related components about the Facility Management System (FMS) and its interconnected external and internal IT systems. The incumbent should have familiarity with State-level policies and procedures relating to the acquisition of statewide IT and goods and services.

The ITS I assist the ITS II System Architect in developing the State Hub architecture in conjunction with ISD IT leadership and selecting appropriate technologies.
The ITS I primary duties lie within the Software Engineering and project management domains.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies.

STATEMENT OF QUALIFICATIONS (SOQ):

The Statement of Qualifications (SOQ) are read and serves as a documentation of your ability to present information clearly and concisely in writing. 

The Statement of Qualification must be typed, single-spaced, no more than one (2) pages in length with your full name on each page, 12-point Arial font, and address the following:


1. Describe your experience designing and developing solutions for SaaS implementations. 

2. Describe your experience in technical project management.

3. Describe your experience participating in and leading Agile development efforts.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with cross-functional project management using agile, hybrid, and waterfall methodologies and frameworks for successful project and product delivery outcomes
  • Experience in implementing cloud frameworks and technologies
  • Experience in SaaS (Software as a service) and PaaS(Platform as a service) 
  • Experience in Software Development Life Cycle (SDLC) phases and processes
  • Experience in Sales force, Azure cloud , data factory and relational database systems
  • Experience in IT project procurement methodologies and fundamentals
  • Knowledge of Project Approval Life-cycle stages and artifacts required for each stage
  • Knowledge of business/systems analysis and requirements development best practices and methodologies
  • Knowledge of complex procedures to ensure production or delivery of complex products and services, including complex tools and mechanisms for hosting services
  • Knowledge of complex customer service and support principles in an IT environment
